The Fairfax County Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) are seeking an experienced leader and subsidized housing professional as its Associate Director of Rental Assistance. The FCRHA is a large Moving to Work (MTW) public housing agency (PHA) and is staffed by the Fairfax County Department of Housing and Community Development.

We are searching for an energetic, resourceful, creative and innovative leader to oversee the day-to-day operations of the Rental Assistance Division. Under the direction of the division director, this position directs and supervises the activities of the managers, supervisors, housing services professionals, paraprofessionals and support staff in the division. Programs within the division may include various federal, tenant- and project-based programs such as the Housing Choice Voucher (HCV), Rental Assistance Demonstration (RAD), Project-based Vouchers (PBVs) and various state programs such as the State Rental Assistance Program (SRAP).

Manages performance of staff to ensure timely processing of transactions, in conformance with federal, state and local regulations and may manage lease-up and occupancy rates to ensure utilization goals are met. This position responds to inquiries and data requests, recommends policy changes and develops procedures.

The assigned program areas of this position include: Housing Choice Voucher (HCV), Rental Assistance Demonstration Project-Based Voucher Program (RAD-PBV), Housing Choice Voucher Project-Based Voucher Program (HCV-PBV), Resident and Owner Engagement, Moving to Work (MTW), and/or state and local rent assistance programs.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; Plus, five years of experience related to an assigned program area.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:

  • At least 4 years' experience working with federal, state and/or local housing programs;
  • Experience working in a Moving to Work PHA;
  • Strong written and oral interpersonal and communication skills;
  • Experience working for a public housing agency;
  • Strong experience in federal, state and local housing programs;
  • Demonstrated record of establishing and maintaining effective working relationships with the public and internal and external divisions and agencies;
  • Advanced knowledge of Excel, Outlook, Yardi and HUD reporting systems;
  • 6 years of progressively responsibility in directly supervising, managing and developing a team of professionals;
  • Professional certification in either HCV Executive Management or Public Housing Executive Management.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
