Job Description

Responsibilities:

  • Build successful partnerships with the program leadership to understand program and contract needs while negotiating the most favorable terms and conditions in all assigned agreements.
  • Meet department metrics that track activities such as contract value, contract ceiling, contract mods, contract deliverables, and their associated processing timeframes.
  • Reduce risks through negotiation of key terms, the addition of assumptions, or clarifying conditions to proposals or agreements.
  • Administration of routine and complex agreements of diverse types, to include FFP, T&M, Cost-type, IDIQs, OTAs, etc. This includes processing new awards, modifications and maintaining accurate contract records within the company's Contract Management System.
  • Technical ability and professional curiosity to lean forward and take ownership of outcomes.
  • Demonstrated ability to effectively resolve challenges and be a reliable resource to the programs supported.
  • Become fluent in TSC's business model and culture by understanding the programs, the Customers, and internal stakeholders.
  • Conducts proposal preparation, including examination of solicitation requirements; preparation of cost proposal pricing, cost volumes, and compliance matrixes; and analyzing terms and conditions to evaluate risks in accordance with company policies, legal requirements, and customer specifications.
  • Prepare negotiation strategies for existing or prospective clients to establish performance, and contractual guidelines for assigned contracts.
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
  • Performs cradle-to-grave lower-tier subcontracts administration, including issuing requests for proposals; evaluating proposal responses; conducting price analyses and determining price reasonableness; issuing and negotiating subcontract agreements and subcontract amendments; issuing purchase orders for funding to subcontractors using Deltek Costpoint; and issuing subcontract closeout documentation. Maintain subcontract file documentation to ensure continuous compliance with Government procurement regulations.
  • Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations.
  • Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination.
  • Initiates documentation to authorize and direct work in accordance with contractual specifications.
  • Maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects.
  • Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources.
  • Lead contract administration from requirements definition through contract close-out.

Required Qualifications:

  • Bachelor's degree (or equivalent) in Business Administration, Finance, Contract Administration, or related field, with at least 10-12 years of successful, demonstrated Contract Administration experience, or a Master's degree with 8-10 years of experience.
  • Administration of and experience with both prime contractor issued subcontracts, and DoD issued prime contracts.
  • Experience with cradle-to-grave lower-tier subcontracts administration.
  • Demonstrated knowledge of FAR and DFAR regulations in the Aerospace & Defense industry.
  • Demonstrated knowledge of standard contract management practices.
  • Experience preparing cost proposal pricing, cost volumes and compliance matrixes.
  • Proficient with Microsoft Office Suite, particularly Microsoft Excel and Word.
  • Proficient in leveraging technology to streamline the contract administration processes.
  • Experience in problem solving when guidance is vague, and no precedence is available.
  • Proficient with collecting and analyzing data as a basis for program/company decisions.
  • Ability to communicate effectively across the organization and with diverse teams.
  • Ability to multi-task including prioritizing, planning timelines and timely execution of multiple contracts.
  • High level of organization and attention to detail.

Preferred Qualifications:

  • Professional certification in Contract Management preferred.
  • Deltek Costpoint experience (Contract Management Module).
  • Business focused, solution and problem solving oriented.
  • Microsoft SharePoint experience.
