Overview

The Office of the Assistant Secretary for Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

The Sr. Media Consultant's responsibilities are to provide support to MRC Program Office in promoting the mission of the MRC Network, building the MRC brand, and strengthening the national voice of the MRC. Other duties include:

Responsibilities:

  • Provide support to MRC Program Office in promoting the mission of the MRC Network, building the MRC brand, and strengthening the national voice of the MRC;
  • Assist with developing and raising community awareness materials related to local public health, preparedness, emergency response, and volunteerism issues;
  • Provide written, electronic, and modes other informational materials to new, emerging, and established MRC units, program partners, and leadership with the goal to aid in establishing, implementing and maintaining the MRC program and improving awareness and engagement across the country;
  • Perform Routine Office Tasks such as shipping, answering emails and phones;
  • Develop and implement a multimodal communications plan to include integration of current SOP;
  • Standardize processes related to 508 compliance checks and HHS/ASPR clearance and
  • Oversee the MRC logo usage/approval process;
  • Oversee the development of major reports and messaging for significant events, as determined by program leadership;
  • Oversee content development for the MRC Web site;
  • Manage media inquiries and incoming communications to include telephone, email, and social media;
  • Identifying target audiences for communications and web based products and design tailored messaging;
  • Providing MRC information to local public health, emergency management, with regional and state-level public health, emergency management and other authorities;
  • Coordinating MRC communications efforts with key internal and external program partners;
  • Presenting/staffing exhibit booth at local, regional, and national conferences and meetings;
  • Compiling RC reporting (weekly, monthly & quarterly) on regional MRC activities;
  • Promote and share HHS and ASPR related messages with MRC network on listservs;
  • Draft newsletter, blogs, or journal articles;
  • Draft official correspondence in accordance with HHS Exec. Sec, rules;
  • Ensure 508 compatibility for all work products; communications policies, managing the photo gallery, etc. ;
  • Draft talking points on the MRC for Federal Leaders.

Qualifications

Required Education:

  • Bachelors degree in life sciences or communications

Required Experience:

  • 2-4 years experience in strategic communications and web communications

Required Clearance:

  • Ability to obtain and maintain a public trust clearance
