Program Manager

Overview:

The program manager will oversee the program responsible for facilitating communications and security operations within the U.S. Department of State (DOS), Bureau of Diplomatic Security. The program will be required to perform language- related services, including interpreting, translating and transcription. With the security threats escalating worldwide, intelligence, information, and analysis become more critical to our security operation.

This position is contingent upon contract award.

Primary Responsibilities:
  • Perform administrative, managerial, and supervisory duties for services and personnel provided through this contract.
  • accountable for daily work assignments and end products and shall be the Contractor's single point of contact to the COR.
  • Ensure that the Quality Control Plan, submitted to and approved by the Government, is implemented and fully operational, as written.
  • Ensure continuous, timely delivery of services and compliance with contract requirements.
  • Ensure that each linguist has completed assigned work prior to the end of the linguist's shift.
  • The program manager shall be responsible for a smooth transition to the next shift, if applicable.
  • Maintain records of work production and other administrative records as required. These
    records shall be kept at the DOS location.
  • Prepare and present to the COR a monthly schedule detailing adequate personnel coverage for each forthcoming month. This monthly schedule is due to the COR by the 12th day of the preceding month.
  • Maintain time and attendance records for all contract employees
Supervisory Responsibilities:

Program Manager will be responsible for managing the PMO in support of a globally dispersed staff with over 100 employees.

Education and/or Experience:

* A minimum of four years program management experience with a program of similar size to this contract.
* Computer proficiency in Microsoft Office products
* Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred

Knowledge, Skills, and Abilities:

* Effective interpersonal skills and mastery of the English language, both written and verbal.
* Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds.
* Demonstrated ability to successfully plan, organize, and execute complex projects in harsh, non-permissive environments.
* Knowledge of Arab and or Afghan culture, traditions, and customs is highly desirable.
* be in good physical condition with no health deficiencies, either temporary or long lasting, that would impair performance of duties.

Security Clearance:
  • TOP SECRET Clearance Level Required
    * Must have a current United States Government TOP SECRET Personnel Security Clearance.
    * Must have a current U.S. Government Single Scope Background Investigation (SSBI)/ Tier 5 or equivalent.
    * Must be a U.S. Citizen.
    * Must be able to maintain required Security Clearance/access approvals.
Physical Demands:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 30 pounds.

Travel:

Some travel to hostile areas in the Middle East may be required, and some locations may have austere living conditions.
