Position Description Summary:
The George Washington University (GW) School of Medicine and Health Sciences (SMHS) is seeking an experienced physician and public health leader and educator to help grow our academic programs in clinical public health and population health and develop policies for healthcare delivery systems and operations. This leader, who in addition to clinical duties within one of our affiliated sites, will serve as the Chief of the Population Health Management Division determining plans, goals, and initiatives and committing available resources to achieve the population health management functions of the Center for Population Health Sciences and Health Equity (CPHSHE).

This full-time, nontenure track position (made at a rank commensurate with academic achievements and experience) is located within the newly established SMHS Center for Population Health Sciences and Health Equity (CPHSHE). The CPHSHE was founded in late 2022 as a premier academic center within the university for applied population health research to address health inequities. The incumbent works under the general administrative and broad program and policy direction of the Executive Director for the CPHSHE who provides assignments through current and long-range population health program goals and managerial requirements. The Population Health and Accountable Care Division Chief's work is reviewed in terms of fulfillment of a broad range of CPHSHE program objectives and GW academic medical enterprise goals.

Specific Duties and Responsibilities:
Major Responsibilities:

  • Directs the work of the Population Health Management Division; plans work schedules and tasks to assure the flow and distribution of work and the expeditious handling of priority projects and initiatives.
  • Coordinates CPHSHE Population Health Management Division projects in alignment with other programs and initiatives within CPHSHE and the GW academic medical enterprise. Apprises faculty and staff of organizational goals and objectives.
  • Reviews program goals and objectives to ensure program accomplishments.
  • Monitors internal administrative status reports to assure they meet GW academic medical enterprise and CPHSHE goals and objectives; identifies problem areas and directs corrective focus on areas as identified through intense observation and evaluation.
  • Monitors subordinates' work activities to ensure concordance with activities performed by program and research teams, appropriate program coverage by CPHSHE staff, and proper linkage with programs and services within CPHSHE and throughout the GW academic medical enterprise.
  • Provides CPHSHE staff with current information concerning federal, regional, and local laws, regulations, programs, and initiatives related to population health, accountable care, and health equity.
  • Provides supervision and professional guidance to CPHSHE Division of Population Health Management faculty and staff by defining objectives and advising on the broader aspects of methods to be employed in accomplishing population health management and health equity objectives. Evaluates the functions and overall performance of the Division.
  • Assures GW academic medical enterprise policies and procedures are efficient and effective in achieving population health management and health equity goals and are consistent with local, regional, and federal policies, procedures, and regulations.
  • Participates in CPHSHE senior leadership meetings related to assigned areas of responsibility and advises the CPHSHE Executive Director on matters pertaining to population health management.
  • Provides oversight for the development of a community health needs assessment for the GW academic medical enterprise service area, sets community population health/clinical population health management and quality improvement priorities, and quantifies goals and objectives with respect to the appropriate supply, distribution, and organization of population health management resources. Incorporates population health level data into priority setting and updating of the community health needs assessment.
  • Provides oversight for health services research and population health data collection, analysis, management, dissemination, and utilization including but not limited to the development of health status indicators, health care services utilization, key performance indicators, health equity measures, and outcome research in the clinical and community health domains.
  • Develops internal and external partnerships appropriate to maximize the collection, analysis, and application of population-health data throughout the GW academic medical enterprise.
  • Collaborates with community partners for an understanding of major health threats and goals for mobilizing GW academic enterprise faculty and staff resources for response.
  • Coordinates strategic planning in accordance with priority-cross-cutting health issues and health system transformation initiatives.
Minimum Qualifications:
Applicants must have at least five years of experience in leadership in healthcare delivery systems; local, state, or federal health organizations; or population health management. Applicants must be Board certified or eligible in their medical specialty and licensed in the District of Columbia and/or Maryland, at the time of appointment. Applicants must have an advanced degree in or demonstrably relevant experience in public health or a related discipline. Applicants must possess demonstrable experience and success in the ability to foster research and scholarship relevant to these qualifications and evidence of ability to work successfully in collaborations within large integrated health systems. In addition, applicants must have demonstrable evidence of successful leadership, administrative and program management acumen (success in leading groups, managing people, budgets, and systems), and supervision of professional and support staff.
