Job Summary

Loudoun County is seeking a strategic manager to oversee the divisions of Safety and Security within the Office of Emergency Management. The Safety and Security Program Administrator will be a problem-solver who is able to effectively manage urgent situations as well as operational and strategic planning.

The successful candidate will embody high ethical standards and will value professional development, coaching and mentoring personnel at all levels of the organization. The Program Administrator is a senior-level position responsible for overseeing all safety and security operations within the County government. This role involves strategic planning, coordination, managing resources including the assigned budget, and implementation of comprehensive safety measures to safeguard County facilities, employees, and visitors. The Program Administrator will lead a team of Safety and Security Specialists and ensure compliance with County policies/procedures and laws/regulations including, but not limited to, the Virginia Occupational Safety and Health (VOSH) standards. This position requires the successful candidate to possess the ability to effectively communicate in writing and verbally with direct reports, department directors and staff, as well as executive leadership. A successful candidate will have demonstrated the ability to build and sustain collaborative relationships with governmental agencies and leadership, private sector, and members of the community. The Program Administrator will have a proven track record of valuing diversity and inclusion of staff, ideas, methods, etc., within their scope and ability to contribute to the enhancement of these values in our organization. This position will serve as a member of our leadership team, ensuring efficient and effective service delivery and responsiveness to County leadership and departments.

This position reports directly to the Office Director for Emergency Management and is responsible for, but not limited to, the following duties:

  • Manages programs - assesses program effectiveness, efficiency, outcomes, and quality; defines goals, objectives, and performance measures for Divisions; ensures services are provided within standards of applicable regulations, policies, and procedures; and identifies opportunities to improve service delivery or documentation.
  • Manages program budget - monitors use of program budget; ensures appropriate use of budgetary funds; develops and submits annual program budget; and assures that program expenditures are appropriately, accurately encumbered, and paid timely.
  • Manages projects - prepares project scope and schedule, maintains schedule and assignments for review; coordinates activities of all points of contact and technical support; maintains appropriate contact with agencies and departments; facilitates project team meetings; and keep supervisor informed of team activities, issues, and decisions.
  • Ensures compliance and quality assurance - reviews productivity and efficiency of services provided; reviews use of time and resources, assignments, and evaluations; and reviews documentation for timeliness and compliance with standards.
  • Serves as a subject matter expert in assigned area; provides technical assistance reviews and provides guidance to senior leadership.
  • Manages and monitors staff compliance with state and federal regulations. Ensures staff maintains compliance with County, Department, and Division policies, procedures, and regulations, along with federal and state licensing/certification requirements.
  • Serve as a member of organizational leadership team, ensuring efficient and effective service delivery and responsiveness to County leadership and departments.
Knowledge, Skills, and Abilities:
The ideal candidate will have in- depth knowledge of Virginia Occupational Safety and Health (VOSH) standards and other relevant regulations. In addition, strong analytical and problem-solving skills, along with excellent communication and interpersonal skills are required for this position.

A successful candidate should have the ability oversee the development, delivery and maintenance of employee training in the field of safety and security; oversee the County's respiratory protection program and annual fit testing for identified personnel; ensure the development and maintenance of facility emergency plans, considering unique needs at each location; monitor and assess security risks and adjust security measures; collaborate with law enforcement agencies and emergency services to enhance security; understand and ensure compliance with Occupational Health and Safety Administration standards and regulations; and possess the skills requisite to provide day-to-day supervision such as staff scheduling, project assignments and updates, and regular and frequent communication with Coordinator of Emergency Management; encourages and supports professional development; regularly engages in coaching and mentoring of assigned personnel.

Hiring salary is commensurate with experience.
Minimum Qualifications

The Program Administrator position requires a master's degree in security management, Occupational Safety, Criminal Justice, or a related field; four (4) years of related, progressively responsible work experience or equivalent combination of education and experience.

Job Contingencies and Special Requirements

This position requires a valid driver's license and will undergo a criminal background and Division of Motor Vehicles record check.

Certification in relevant safety and security disciplines is a plus.
