About the Position

The Technical Advisor, Business Development will provide leadership and technical expertise to support the development of high-quality proposals. The International Development Division (IDEV) supports central and mission-funded United States Agency for International Development (USAID) programs in Monitoring, Evaluation, and Learning (MEL), Stabilization, and Governance practice areas. The Stabilization practice provides technical and operational excellence for field-based, United States Government (USG)-funded stabilization, conflict prevention, and peacebuilding programming, including USAID/Office of Transition Initiatives (OTI) programming.

The Technical Advisor, Business Development is responsible for supporting business development efforts for the Stabilization practice. The incumbent will be required to monitor global trends in stabilization-related programming, technical best practices, and funding. The Technical Advisor, Business Development, will be engaged in the full lifecycle of proposal development - including positioning, capture, proposal development, and strategic oversight of the opportunity until award. The Technical Advisor will be required to provide technical leadership at all phases of the proposal cycle and will provide high-quality writing support for proposals. The Technical Advisor will ensure Dexis maximizes opportunities in the Stabilization Practice area and will frequently collaborate across the IDEV Practice areas and Support Units at Dexis. Mentorship of team members across the organization will be a critical function of this job.

Responsibilities

Business Development:

  • Leads capture efforts for stabilization-related, conflict mitigation, media, peacebuilding, youth and countering violent extremism bids in coordination with the IDEV divisional management.
  • Serves as technical lead or technical writer for relevant stabilization-related proposals for USAID and other USG clients. Provides technical guidance on stabilization-related elements for proposals outside of the Stabilization practice.
  • Cultivates relationships with relevant clients, including core clients of OTI and other USAID offices and missions, as well as other offices and agencies in the Department of State, and Department of Defense as appropriate.
  • Maximizes Dexis' position under IDIQs held.
  • Cultivates partnerships with other firms for stabilization-related work.
  • Contributes to corporate and divisional recruitment pipelines.
  • Maximizes connections to identify and recommend candidates for long-term positions on proposals and potential consultants to support business development efforts.

Technical Leadership:

  • Represents Dexis at relevant industry forums, technical working groups, events, internal learning exchanges, and conferences.
  • Reviews and/or contributes to blogs, white papers, and case studies.
  • Provides technical advice and consultation to project management units, field offices, and new business teams.
  • Undertakes billable work for Dexis projects as needed.

Supervision and Leadership:

  • Attract, recruit, and recommendhiring ofnew staff members. Train and mentor manager and associate-level staff on the company's management tools and systems.
  • Supervise, develop, and evaluate assigned staff. Ensure staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areas.
  • Supervise recruitment and hiring of staff for new projects; oversee staff training and development to ensure professionalism and skill enhancement.

General:

  • Demonstrate responsive customer service and maintain close working relationships with a variety of internal and external stakeholders or customers.
  • International travel may be required (up to 25%).
  • Undertake any other duties which may be required.
Qualifications
  • Bachelor's degree - preferably in a relevant field, including political science, international development, or international relations. Master's degree preferred.
  • Minimum oftwelve years of progressively responsible relevant experience
  • Strong proposal experience with demonstrated winning record and business development experience, including leading the conceptualization and writing of technical USAID proposals.
  • Strong professional network, including ability to identify strategic key personnel candidates.
  • Ability to mentor and coach staff in a full range of tasks.
  • Exceptional communications skills; including ability to represent Dexis with diverse audiences at marketing events and in multiple cultural contexts.
  • Experience with project management, administration, reporting, monitoring,procurementand financial operations on USAID contracts.
  • OTI experience strongly preferred
  • Fluency in English required, foreign language proficiency highly preferred.
  • Excellent organizational skills.
  • Demonstrated ability to multi-task and work well under time constraints.
  • Experience living and working in a developing country preferred.
