Description:

Markon is looking for a capital construction estimator with expertise in the construction industry to provide Owner's Representative construction management services to a DoD client.

Responsibilities:

  • Direct Supervision over a small team of estimators while managing day to day workload, provide training as required, and conduct performance reviews ensuring estimates are in accordance with client's Standard Operating Procedures. Responsible for Rough Order of Magnitude (ROM) and independent government cost estimates for program and project budgeting.
  • Intake of customer requeststodevelopparametric estimatesandplanning charrette reports based on customer requirements optimizing project planning.
  • Identify and engage potential stakeholders, develop traceability matrices, identify early project intake risks.
  • Develop project budget planning, scope development, design change impact analysis, and gathering project requirements and justifications to meet client's needs.
  • Work in partnership with all Pentagon Divisions and Facilities Management to coordinate project impacts on clients, tenants, and public interests.
  • Conduct reviews of General Contractor construction contracts, subcontracts schedule of values to generate thorough evaluations producing client recommendations.
  • Provide client and stakeholder cost expectations via estimates, value engineering potential projects and change orders, forecasting for future fiscal years and presentations.
  • Facilitate and manage resolution meetings on conflicts between drawings, specifications and interpretation differences of the Client, Architect of Record and Contractors.
  • Evaluate cost estimates from the General Contractors, Architects of Record, subcontractor submissions and other stakeholders for accuracy and completeness.
  • Schedule, lead, and participate in weekly project progress meetings and monthly program progress meetings to evaluate schedule progress, identify departures from the accepted baseline schedule, and evaluate risk to long-term project and program health.
  • Work independently to track down requirements and data from other project managers or clients in a professional manner with complete and on time submissions.
  • Maintain construction administration data in Excel, web based software and files to be aggregated and used as metrics and briefing tools for senior leadership.
  • Regularly prepare and present project status briefings, develop and maintain performance matrixes, prepare well-written technical reports. Prepare written and oral reports to Government leadership and program managers.Regularly brief senior leadership.
Job Requirements

Required:

  • BS in Engineering, Architecture, Construction Management, Science or Mathematics with 10+ years of construction cost estimating or estimating/project management experience
    or
    10+ years of dedicated construction cost estimating experience.
  • Must be a U.S. Citizen.
  • Mustbe able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred: Pentagon WHS experience is highly sought after.
